Execute the ratified ToolKit deferral. The ToolKit source-generator utilities are deferred — their libraries are already parked in _out-of-scope/ and may not remain in this project — so the AOT-safe model-construction mechanism can no longer be pinned to the ToolKit generator epic. This PR re-homes that decision onto a new Gdm feature and re-sequences the deferred ToolKit/Analyzer work, keeping docs/DELIVERY_ROADMAP.md coherent with the board.
