support for 3.28

Tested with koreader and rmstream on rmppmove 3.28.0.157.

This is breaking for <=3.27

Opening as draft until 3.28 is GA for final testing.

Hit this on a stock reMarkable 2 running 3.28.0.162 (beta channel), qt-resource-rebuilder loads fine (20235 entries cached), but appload.so v0.5.3 panics immediately:

Saw your 3.28 branch is already tested and working on rmppmove 3.28.0.157 — just flagging it's the same failure mode on rM2 too, in case that's useful data for timing the merge, or if there's a build I could test in the meantime while 3.28 is still beta. Happy to test anything.
