NIFI-16186 Deprecate FlowFile Package Versions 1 and 2 for Removal

Summary

NIFI-16186 Deprecates the FlowFile Package Versions 1 and 2 for removal in subsequent releases.

These historical formats provided a compatibility layer that should no longer be used in current flow configurations. FlowFile Package Version 3 remains available for use, and is not included in this deprecation proposal.
