Adds an
internationalization-and-localizationskill covering a gap in the current Build/Review set. Follows the standard anatomy (Overview → When to Use → Process → Common Rationalizations → Red Flags → Verification), is library-agnostic with i18next/Intl examples, and provides grep-able exit criteria. No overlap with existing skills.
