add /webperf to the main README command table
update the README command count from 7 to 8
sync the project structure section with the actual .claude/commands and .gemini/commands directories

Verification

confirmed /webperf already exists in .claude/commands, .gemini/commands, and commands
verified the README now consistently references 8 commands
