Consolidates useful historical OWNER governance guidance into current Project Instructions after Governance Phase 1.
Adds release gate, branch lock, branch context, team start/release, and active team registry governance using the current NATO team naming and OWNER reassignment rules.
Historical backlog population from PR 60 is already present in BACKLOG_MASTER.md on main, so no duplicate backlog content is added.
Documentation/governance only.
No application code changes.
