Summary

  • Adds an Active Team Registry near the top of TEAM_ASSIGNMENTS.md.
  • Defines the active-team criteria, omission rule, and update requirements for assignments, branch retirement, and PR merges.
  • Keeps inactive teams out of the registry and lists Team OWNER for this active governance assignment so the registry matches the OWNER assignment block.

Closed by OWNER historical governance cleanup after Governance Phase 1 and historical consolidation. Useful content was either superseded by merged Project Instructions governance or consolidated into PR_26172_OWNER_032-historical-governance-consolidation.
