• Installs the missing docs_build/dev/ProjectInstructions/ operating-system structure from latest main.
• Adds the required physical folders, anchor files, approved addendums, backlog, team assignments, archive, and deprecation anchors.
• Populates the installed files with governance already approved across OWNER/Master-to-OWNER ProjectInstructions PRs 001-016.
• Preserves existing documentation and avoids runtime/UI changes.
