Purpose

Finalize the development workspace root cleanup after the restructure stack.

Scope

• Renamed tracked dev/docs_build/ workspace content into dev/build/.
• Moved active Project Instructions to dev/build/ProjectInstructions/.
• Removed stale ignored root projects/, tmp/, root codex report copies, and generated ziproot staging leftovers.
• Moved docker-compose.override.yml to deploy/docker-compose.override.yml.
• Moved ignored developer scratch from scripts/untracked/ to dev/scripts/untracked/.
• Moved tracked root developer scripts into dev/scripts/.
• Moved reusable template HTML into dev/templates/.
• Moved dupes_called.txt into dev/reports/.
• Updated active references for build workspace, reports, seed/runtime paths, validation scripts, package scripts, tests, Docker override, and script scratch locations.

Validation

• npm run validate:canonical-structure PASS
• git diff --check PASS
• git diff --cached --check PASS before commit
• node ./dev/scripts/run-platform-validation-suite.mjs PASS, 8/8 scenarios
• Local API startup smoke PASS from earlier OWNER_009 validation; server stayed running and reported configured Postgres/R2 settings, then was stopped
