At the parent of this commit, the repository history already contains the merge commits for the listed Charlie stack (
0e25639ffor #151,9701da23for #152,939c2ab3for #153) and the Bravo guest-save branch (9f76a94a), so treating #151/#152/#153/#157 as remaining open work sends operators to reprocess completed merges instead of acting on the real open queue.
