[codex] PR_26175_ALFA_004 game hub completion status audit

Summary

• Replaced the active BUILD_PR.md with PR_26175_ALFA_004 as the source of truth.
• Audited Game Hub table workflow completion only, using existing code and tests as evidence.
• Added PASS/PARTIAL/FAIL requirement evidence, validation lane, changed-files report, review diff, and repo-structured delta ZIP metadata.

Validation

• PARTIAL: npx playwright test tests/playwright/tools/GameHubMockRepository.spec.mjs --workers=1 ran 14 tests: 10 passed, 4 failed.
• PASS: report/build style scan found no inline style or style-block matches in changed report/build files.

Notes

• No product or UI implementation changes were made for ALFA_004.
