PR_26171_037 align idea board add actions

Summary

• Removes the Add another idea prompt text from the final Idea table row.
• Keeps the button text as Add Idea and places it in a full-width final table row so it is left aligned under the Ideas table.
• Adds targeted Playwright assertions that Add Idea and Add Note are left aligned, no another text exists, and existing add workflows still work.
