Keep the peer package in the lockfile

For npm 11 users, removing this node_modules/svelte-check/node_modules/picomatch lock entry leaves fdir@6.5.0's picomatch@^3 || ^4 optional peer unresolved; I checked npm ci --dry-run --offline --ignore-scripts from apps/web, and npm rejects the lock with package.json and package-lock.json ... are in sync / Missing: picomatch@ from lock file. Since the checked workflows install with npm ci from apps/web (.github/workflows/pr.yml:28-29, .github/workflows/cd.yml:35-37), this lockfile should be regenerated or restored so current npm clients can do a clean install.
