Replace MAINTAINER_ASSOCIATIONS (OWNER,MEMBER,COLLABORATOR) with a MAINTAINER_LOGINS allowlist. On a public Shopify repo, MEMBER can be any org member, not necessarily an app intent type maintainer. Suggested by River in PR #18 review. Assisted-By: devx/86ca6d1e-f9cf-4d73-9c6a-074d551ce22b
