Ships intent itd-94 and closes spc-9 — the Track 2 record catch-up from the current run queue. No code changes: the intent ready verb has shipped since PR #103; this PR brings the record up to date with reality, behind the fidelity review the lifecycle owes.

Branches from main, independent of the run's open chain.

What happened, in the shipped flow's own order

  • abcd spec close spc-9 performed the transition in one verb: spec open/ → closed/, intent planned/ → shipped/, and a fidelity receipt parked as OWED (rcp-20c38dc58b6c).
  • The Role-1 intent-fidelity review ran against the receipt's six numbered criteria with the delivered diff supplied explicitly (PR feat: abcd intent ready — an unplanned intent cannot be implemented (itd-94) #103's commit plus the current tree). Verdict: MET on all six, zero INCONCLUSIVE, every claim carrying live command output or file:line evidence — the exit-code contract (0/1/2) was verified by running the shipped verb against real records. One honest divergence noted in the audit: terminal buckets refuse without a remedy, deliberately.
  • abcd intent review ingest wrote the verdict into the shipped intent's Audit Notes with full provenance (verifier, rubric/prompt hashes, input attestations).
  • The impact: additive field is hand-stamped in the same commit because the Reconcile path cannot set it — that's the iss-126 gap captured earlier in this run (rides PR fix: let capture resolve and intent seed stamp a valid impact #136's branch); the workaround is recorded, not silent.

Notes for the record

  • The fidelity judge initially refused to review while itd-94 was still planned (no parked receipt, no rubric/prompt hashes to bind to) — the fail-closed provenance design working as built. The queue's listed order (review → close → ship) is not the shipped flow's order (ship → receipt → review → ingest); the flow won.
  • Verification run independently by the orchestrator: record-lint exit 0 and make preflight exit 0 after all edits; abcd intent ready itd-94 exited 0 (planned) before the move as Step 0.

The intent ready verb has shipped since PR #103; this is the record
catch-up the 2026-07-24 queue directs. spec close spc-9 performed the
lifecycle transition and parked receipt rcp-20c38dc58b6c; the Role-1
fidelity review returned MET on all six criteria with live command
evidence, and the verdict is ingested into the Audit Notes. The
impact field is hand-stamped because Reconcile cannot set it — the
iss-126 gap, captured on PR #136's branch.
