Fold the four decisions the 2026-07-24 maintainer grill settled into itd-93 and promote it drafts/ -> planned/ (mints spc-14, links both sides). The grill resolved all four of the intent's open questions: (a) the surface is a launch sub-verb (abcd launch scaffold) extending 04-launch; (b) self-scaffold parity -- one template, from which abcd-cli's own release workflows are regenerated under a parity test, so the proven pattern and the template are one artifact; (c) a built-in workflow_dispatch rehearsal mode that arms the full gate against a simulated roll, publishes nothing, and whose green run is the runbook precondition for the first real release; (d) the dated CHANGELOG heading IS the itd-73 seam, so launch ship's derived version is one optional producer. Intent: name the launch sub-verb where it read "verb TBD", add the parity, rehearsal, and producer-agnostic scope bullets, and amend the acceptance criteria for rehearsal mode -- the five seeded criteria stand (AC1/AC4 name the sub-verb, AC2 gains the green-rehearsal precondition) plus a sixth covering the rehearsal itself. Conform to house format (References -> Prior Art before Open Questions; add Audit Notes). Spec: spc-14 carries the PRD synthesised from the grill and intent only, at the resolution the grill settled. Implementation design and build are a separate focused run (queue Track 1: "Promotion only") and are called out as out of scope for this spec. Amends and promotes intent itd-93 (the scaffolded release gate) from drafts/ to planned/ — the last Track 1 item of the current run queue. Promotion only: implementation is deliberately NOT in this change (feature-class; it gets its own focused run).
Unlike the run's other PRs this one branches from main (record-only, no dependency on the open chain) and can merge independently.
