0.2.8 carries the upstream fix for the recurring 'Selected TEE is not active in the registry' 502s (og-veil holding a stale TEE selection after the enclave rotates out). Bump the pin + lock; the live install is already on 0.2.8.

Selected TEE is not active in the registry502s (og-veil holding a stale TEE selection after the enclave rotates out of the on-chain registry). Bumps the pyproject pin to>=0.2.8,<0.3and the lock. Live install already upgraded + verified (inference works).
