Bump veilid-core git tags v0.5.3 -> v0.5.4 (default + android target). Use save-dweb-backend v0.3.10, which carries the matching Veilid 0.5.4 backend upgrade and veilid-iroh-blobs v0.3.6 chunk-size release. Test helper fix: restricted_nat_retries moved out of VeilidConfigNetwork into the internal footgun config in 0.5.4. Its default is now 0 (the value apply_test_network_overrides used to force), so the override line is removed with unchanged behavior. The hickory-resolver =0.25.2 pin and tripledoublev/iroh patch set remain necessary; 0.5.4 did not relax the hickory constraint. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
