Everything in this PR comes out of putting the prefetch path behind SGLang, running Kimi-K3 with MXFP4 experts on the DeepGEMM runner, 4x GB200, EP16. It support detaching slots in
prefetch_weightapi and rotating the handle list indef create_nvl_dist_tensor. No kernel change and backward compatible.
