Implemented a localized "empty state" for the Changelog page that appears when search queries or filters return no results.

Previously, if a user searched for something that didn't exist in the changelog, the screen would simply go blank, which could be confusing. Providing clear, localized feedback ("No changes found") makes the interface more intuitive and reassuring.
