This micro-UX improvement adds a localized and accessible empty state to the Changelog page. When search results or filters yield zero releases, users now see a consistent "No changes found" message with the signature MKS pulsing icon. Key improvements: - Added 'changelog.empty' localization to site.json (EN/RU). - Integrated 'reworking.css' for consistent branding and animations. - Updated 'changelog.js' to toggle the empty state based on search results. - Added 'aria-live="polite"' to the empty state container for screen reader feedback. - Ensured proper spacing in 'changelog.css'.
