Reuse parent-provided Confluence targets without changing their options. Register tests at the repository root and keep test fixtures and generated outputs in the build tree.

Summary
Skip Confluence package discovery when a parent project already provides the
Confluence::confluencetarget. Standalone builds retain the existingfind_package(Confluence REQUIRED)behavior.This allows parent projects to compose Confluence and Siphon in one CMake graph without requiring a separate Confluence installation.
