fix: correct Cloud Build Artifact Registry region and repo name - #3

_REGION was asia-south1 (a placeholder) but the project's Artifact Registry repo is in europe-west1, and the only existing Docker repo there is the Cloud Run-managed cloud-run-source-deploy, not upscaler-images. Confirmed against the actual Artifact Registry console listing.
