Since Poison is slower, bigger, and since Elixir 1.18 not needed anymore, we can upgrade this package to Elixir 1.18 and remove Poison altogether.
Might be a major release to halt auto-updates since Elixir 1.18 is required.
It also bumps up ExDocs, sets the README as main page and adds
usage-rules.mdto the project.
