define jharness-tools as an independently versioned external project
preserve the one-way dependency boundary and Kernel-only application construction

255 tests passed
66 conformance cases passed
Ruff, format, and Pyright passed
three sdists and wheels passed isolated import verification
runtime benchmark: 4.13x parallel speedup
