What changed

move the uv workspace to the repository root
group all workspace projects under packages/
update CI, release automation, dependency management, tests, and docs
coordinate all published distributions at version 0.1.2

Impact

Development commands now run directly from the repository root. Published names and import paths are unchanged.

Validation

255 tests passed with 89.19% coverage
Ruff and strict Pyright passed
66 conformance cases passed
all wheels and sdists passed metadata and isolated-import verification
runtime benchmark passed
