Fix cleanup eligible drain dry-run counts

Summary

• Fixes cleanup-eligible-drain dry-run overstates would-remove before fresh safety checks #858.
• Separates cleanup-eligible drain planned candidates from would_remove counts so dry-run output does not claim removal before fresh dirty/unpushed safety checks.
• Includes the planned metric in CLI summary/pass output and updates smoke coverage for dry-run semantics.
