This just caught me out while working on the EC site. Previously this was giving me the string "False", which is truthy for ballots that don't require ID.
I want to circle back to this and do a bit more testing. Also maybe review EA-2022 vs EFS-2002, but I'm just putting the basics here for not while it is on my mind.
