- Add .markdownlint-cli2.jsonc with MD013/MD033 disabled - Remove inline config param from ci.yml (action treats it as file path)

Replace inline JSON config with a
.markdownlint-cli2.jsoncfile. The inline config was being treated as a file path by the action, causing CI failures.
