feat: prepare x402 CLI 1.0.1 with GasFree payments

Summary

• use the released x402 SDK 1.0.1 packages and bundle Gateway 1.0.1-beta.6
• support TRON exact_gasfree alongside exact + Permit2 using canonical CAIP-2 network IDs
• preserve settlement proof on failed upstream delivery and report paid/settled/delivered separately
• add pre-signing GasFree relayer fee limits and multi-network requirement selection
• harden CLI errors, amount validation, timeouts, catalog handling, and documentation

Release

• npm beta: @bankofai/x402-cli@1.0.1-beta.7

Validation

• npm test (24/24)
• npm pack --dry-run
• npm audit --omit=dev (0 vulnerabilities)
• published package dependencies verified against x402 SDK 1.0.1 and Gateway beta.6
• isolated global installation returned version 1.0.1-beta.7

Notes

• SunPump upstream HTTP 405 is a known provider/upstream issue and is not addressed by this PR.
• Settlement compensation, replay, and refunds remain follow-up architecture work.
