docs: align roadmap with 1.0 milestones

• make GitHub issues and release milestones the canonical project backlog
• order all open issues by impact, with bounded-autonomy work first
• keep optional consumer GOALS.md separate from this repository’s ROADMAP.md priority
• update roadmap, packaging, and adapter invariants to enforce the contract
