…(SFI-NS253) Part 01 of an 8-patch split of PR Azure#373. - Add first-party design docs (001-003 + README) covering the Azure Front Door + WAF + Private Link global-load-balancing proposal. - Add planning breadcrumbs used during design (frontdoor phase-2 custom domains, AFD export-mode MCS parity, ATM baselines). - Allow eng.ms links in the markdown link checker config so design links stop failing CI. Part 02 of an 8-patch split of PR Azure#373. - Add github.com/Azure/azure-sdk-for-go/sdk/resourcemanager/cdn/armcdn/v2 v2.2.0 as a direct dependency; also pulls the armfrontdoor helper. - Refresh go.sum with the transitive checksums. The dependency is unused by any application code in this patch — it is introduced ahead of the Azure Front Door client bundle (PATCH 04) so that each subsequent branch can compile against a stable module graph.
