…(SFI-NS253) Part 01 of an 8-patch split of PR Azure#373. - Add first-party design docs (001-003 + README) covering the Azure Front Door + WAF + Private Link global-load-balancing proposal. - Add planning breadcrumbs used during design (frontdoor phase-2 custom domains, AFD export-mode MCS parity, ATM baselines). - Allow eng.ms links in the markdown link checker config so design links stop failing CI.
