This PR migrates the library release pipeline to the Azure SDK-style release flow by replacing the monolithic release job with reusable bump, build, and publish templates.
It mirrors the release orchestration pattern introduced in Azure/azure-functions-python-worker PR 1879, while preserving this repo’s library-specific version update behavior.
