flow actions persistence not working

Describe the bug

Upgrading flow actions doesnt have an effect in later responses

Regression Issue

• Select this option if this issue appears to be a regression.

Expected Behavior

updating an action must change its behavior in later runs

Current Behavior

even if user edits flow, system is using same default command

Reproduction Steps

• edit some soar flow
• make it trigger
• check the execution result
