Severity: High

Confirmed against baseline commit d4277510d. A deferred slash proposal did not reserve the target collateral, so a ciphernode could queue and complete an exit before the proposal executed.

Reserve the proposal liability immediately, include it in exit eligibility, and release or consume the reservation on final resolution.
