What happens when exceeded:
- ❌ Skills are silently omitted from the system prompt
- ❌ No warnings or errors displayed
- ❌ Claude cannot see or use omitted skills (invisible)
- ❌ User has no idea why skills don't trigger
With 169 skills, this means:
15,000 chars ÷ 169 skills = ~88 chars per skill (average)
Reality check: If descriptions average >88 characters, skills WILL be silently dropped.
