Track: Typed API Client for RPM Plugin

Tracking the rollout of a fully-types API client utilising the shared generics mapped from Pulp Core. Stacked PRs, in order - links added as each one opens:

• Add typed RPM remote API Client
• Add typed RPM distribution API Client
• Add typed RPM Publication API Client

Out of Scope

• Non-CRUDL endpoints (repository sync/modify/revert/listVersions, the
  standalone content-copy endpoint)
• Migrating consumers off the deprecated RPMRepositoryAPI

Each PR will stay small per previous repository convention approaches.
