[Bug] TC-PAVST-2.11 - Zone management steps use OPTIONAL "Zone Sensitivity" feature with no PICS guard

Describe the bug

TC-PAVST-2.11 test script fails steps that require Zone management cluster support. These steps require "Zone sensitivity" feature (OPTIONAL) to be enabled.

A PICS pre-condition/guard must be added to allow the script to run correctly for DUTs that does not implement this optional feature
Suggested precondition
PAVST.S.F00=TRUE
ZONEMGMT.S.F01=TRUE
