Currently, we expose DB strings for l10n mostly without comments. The only exception is karma titles with a very vague "This is a karma title" comment (which doesn't make it into the final l10n files due to #3279). We need to fix #3279 and add more comments, ensuring that:
- We explain what the karma title is / where it is displayed.
- We provide hierarchy for each topic and associated products.
- We cross-reference topic titles and descriptions.
- We cross-reference product titles and descriptions.
- We provide archival status for products and topics.
