Objective
Produce one clean, source-locked, contract-governed IPEDSDB Panel v2 release for 2004-2023.
Definition of done
- Complete reviewed B03 table-grain and B04 source-column coverage for every Stage 04 data table and column.
- Populate and validate reviewed analysis-schema, discrete-family, exact PRCH, metadata-backfill-if-needed, and external-benchmark contracts.
- Preserve source identity with 20 final releases and 40 direct URL, size, and SHA-256 bindings.
- Build in pinned Python 3.11/container environment with immutable container and mdbtools bindings.
- Run unskipped Stages 01-07 plus qa00 and qa01 from an empty data root on a clean commit.
- Pass the full test suite, contract validator, causal provenance verification, entity continuity, at least 15 independent benchmarks across all six required families and at least three years, semantic acceptance, manifest verification, public guard, and bundle verification.
- Promote the atomic public bundle only after every gate passes; external DOI/deposit remains separately authorized.

Scientific contracts are incomplete; current disk headroom and release environment are not yet sufficient; panel_spec remains release-candidate/release_ready=false.
