Configuration Translation module cannot be installed if localgov_workflows_notifications is installed

Error: Call to a member function getPath() on null in Drupal\config_translation\ConfigNamesMapper->getOverviewRoute() (line 247 of core/modules/config_translation/src/ConfigNamesMapper.php). 

Seems like on a new install the settings form route fro the notifications if not working.
