Restoring an older version of page goes straight to publish state, needs to be edited and kept in draft state.

In the content workshop today, content editors pointed out that restoring a previous version of a page automatically make the page live. Editors typically need to edit the page slightly then put it live. 

Currently they are feeling rushed and confused having to quickly turn this into a draft so that incorrect information isn't shown, this was especially relevant to school pages.
