Consolidate Community library submission notifications

Observed behavior

Per discussion with Laura, when a community library channel is submitted multiple times, if other channels were submitted, the versions are separated and can be difficult to track:

New behavior

Submitted versions for the same channel should be grouped together, using an accordion.

Steps to reproduce

1. navigate to: https://studio.learningequality.org/en/channels/#/my-channels?modal=NOTIFICATIONS
2. observe that there are multiple version submissions for multiple channels, that are interspersed

@marcellamaki The problem here is that this is a Notifications page, not a "Submissions page". The background need is probably a page only dedicated to submissions for admins to review (which, in theory, is the channels page + Community Library filter, but may be more difficult to navigate).

Admins only see notifications here because the filter_view_queryset returns all notifications for admins, but this page wasn't really designed for admins, only for editors (this is why we don't show the notification badge to admins when there is an update on a submission that an admin is not editor of). So, admins seeing these submissions here is rather a bug 😅.

So... I'd say it could be potentially less confusing if we just don't show any notifications to admins if they are not editors of the channels, and encourage the use of the channels page (or build a dedicated submissions page for admins 😅 (or repurpose the notifications page and stop calling it general "notifications")).
