Add Windows installation packages in .msixbundle format

• Add Windows installation packages in .msixbundle format.
• Based on the actions described in Deprecation of MSI and EXE based installers in lieu of MSIX PowerShell/PowerShell#27292 , Microsoft has decided that the .msixbundle format will replace the .exe and .msi formats for installers.
• I saw the work at Add MSIX installer to GitHub workflow #3331 and Remaining TODOs for MSIX installer #3332 , but the author of that PR has been gone for a long time.

That is purely about the powershell installer.

I saw the work at Add MSIX installer to GitHub workflow #3331 and Remaining TODOs for MSIX installer #3332 , but the author of that PR has been gone for a long time.
