linux fails to build any out-of-tree modules after upgrading to 7.0.9 #7269

After upgrading linux to 7.0.9, it fails to build any out-of-tree modules, and the error looks like,

[   38s] FAILED: btf permute: Invalid argument
[   38s] FAILED to sort BTF: Invalid argument
[   38s] FAILED: btf permute: Invalid argument
[   38s] FAILED to sort BTF: Invalid argument
[   38s] FAILED: btf permute: Invalid argument
[   38s] FAILED to sort BTF: Invalid argument

Testing proves it has nothing to do with linux-tools versions. Further investigation is necessary.

This at least affects aarch64 and x86_64, somehow loongarch64 is okay.
