Equipment Disk Limits: cosmetic F1820 can falsely block upgrades #413

Describe the bug

The Equipment Disk Limits validation returns FAIL - UPGRADE FAILURE!! whenever F1820 is present. CSCwc67099 can raise a cosmetic F1820 for /mnt/ifc/log below the intended threshold on affected switch releases, causing the script to report an upgrade-blocking result even when actual utilization is below 80%.

This was independently reproduced in a July 20, 2026 comment on #369 using script v4.1.1, with reported utilization of 50-51%:

Defect context

Cisco defect CSCwc67099 concerns cosmetic F1820 faults for /mnt/ifc/log on affected 15.2/16.0 switch trains. This is separate from #369, which only requests support for an alternate changeSet serialization so utilization displays correctly.

Expected behavior

Assess CSCwc67099 independently and define whether the validator should distinguish cosmetic F1820 instances without weakening the general fault-driven behavior of F1820/F1821/F1822 checks.
