Grant aims proposal unable to submit

User reported they are unable to submit their grant aims proposal - when I create grant aims proposals it works for me so I am unable to replicate the issue, but we are unable to submit this proposal on their behalf (id=945).

I think this may be related to a bug I'm working on right now. I'll run a test when I create a new version to see if it fixes it.
