--generate-stubs files shouldn't contain 'DO NOT EDIT'

If a user wants to generate bindings for exported methods/resources, it is confusing to have Generated by 'wit-bindgen' {version}. DO NOT EDIT!. wit-bindgen-go should have logic that ensures this is only added to non-export files.
