I think it'd be good to draft the split SEP here, so there is a clear TAD-specific revision history. It will also make it easier for agents or other participants to recommend changes down the line. The upstream repo is super conducive to that kind of conversation, and honestly, I think it'll be fun to finally have a SEP with the Discussion locale outside of the mailing list or Stellar repos.
